It is stated that Amavasya Tithi will begin at 3:12 pm on October 31st and end at 5:14 pm on November 1st, after which Pratipada Tithi will begin. Since Diwali is traditionally celebrated on the night of Amavasya, the festivities are held until midnight during Pradosh Kaal (evening) on October 31st.
